I have known Mehrshad as his instructor and research supervisor during his B.Sc. in Electrical Engineering, and I have also worked closely with him as a co-author on multiple research manuscripts.

Mehrshad’s bachelor’s project, titled “Deep Reinforcement Learning Approach to QoS-Aware Load Balancing in 5G Cellular Networks under User Mobility and Observation Uncertainty,” showcases both technical depth and research maturity. He selected a challenging and timely problem at the intersection of wireless networks and machine learning, designed a clear methodology, and executed it with care—demonstrating strong skills in problem formulation, experimental design, and critical analysis of results. His written reports were precise and well-structured, and his presentations were clear and data-driven.

Our collaboration has already resulted in six manuscripts, two published and four currently under review, reflecting his productivity, discipline, and ability to work in a team. In our research workflow, Mehrshad consistently takes initiative: he surveys literature efficiently, implements and tests ideas reliably, and turns around revisions quickly and accurately. When I ask for additional analyses or improvements, he delivers high-quality results on short timelines without sacrificing rigor.

Mehrshad also served as a Teaching Assistant for my Signals and Systems and Communication Systems courses. In that role, he supported students effectively and handled technical questions with clarity and patience. He is organized, dependable, and attentive to detail—qualities that make him an asset in both teaching and research environments.

Beyond technical competence, what distinguishes Mehrshad is his motivation and professional work ethic. He is proactive, responsive, and focused. He asks good questions, incorporates feedback constructively, and maintains a high standard of integrity and thoroughness in all tasks.

Although his academic background is in Electrical Engineering with a focus on Telecommunications, I am confident that his strong programming foundation, analytical ability, and technical maturity make him highly capable of succeeding in a computer-focused graduate program.

I have worked closely with Mehrshad as a course instructor and observed his performance over an exceptional period of 8 consecutive semesters, from his second through ninth semester. During this time, he served as a Teaching Assistant, and frequently as Head TA, for C++ Computer Programming, Python Programming and Advanced Programming. To the best of my knowledge, he has the highest levels of TA experience across the entire university, covering multiple demanding courses. In my experience, he is one of the best Teaching Assistants I have ever had.

Mehrshad’s responsibilities went far beyond grading: he led tutorials, designed programming assignments, prepared grading rules, supported exams and quizzes, helped students with debugging and problem-solving, and mentored junior TAs, all while managing large classes of more than 150 students. His strong foundation for graduate study in AI, Data Science, and Computer-related fields is also clear from both his academic record and technical experience. He earned 20/20 in Signals and Systems and 19.7/20 in Logical Circuits, both the top score in the class. Combined with his extensive work in C++, Python, and Advanced Programming, as well as his published journal papers, these achievements demonstrate exceptional analytical ability, computational thinking, and research potential for a Bachelor’s student.

Mehrshad is intelligent, reliable, disciplined, and highly responsible. He learns quickly, thinks critically, communicates clearly, and consistently delivers excellent work under demanding conditions. I have known Mehrshad as his instructor in Electromagnetics, Fields & Waves, and Telecommunication Circuits, and later worked with him as a Teaching Assistant and research collaborator. Through these different roles, I have seen his academic strength, work ethic, and research ability closely.

Mehrshad first stood out in my Electromagnetics course, one of the most challenging core courses in our curriculum, where he earned 19.6/20, the highest grade in the class. After that, I invited him to serve as a TA, and he worked with me for 4 semesters in Electromagnetics and Fields & Waves. He helped prepare quizzes and assignments, developed simulations and teaching materials, and led tutorials where he explained difficult concepts clearly and confidently. In my Telecommunication Circuits course, he also performed very well, especially in the lab, showing both strong theoretical understanding and practical skill.

I also had the opportunity to collaborate with Mehrshad on a published journal article titled “Potential Impacts of Radiofrequency Electromagnetic Fields on the Central Nervous System, Brain Neurotransmitter Dynamics and Reproductive System,” published in the AUT Journal of Electrical Engineering in 2025. His contribution to this interdisciplinary research was thoughtful, independent, and mature, which is especially impressive for an undergraduate student.

Mehrshad is one of the strongest undergraduate students I have worked with at IUST. He combines academic excellence, teaching ability, research experience, and a responsible personality. He consistently delivers accurate, high-quality work and responds well to feedback. It is my genuine recommendation that Mr. Mehrshad Eskandarpour be admitted to the Master’s program in Electrical Engineering (Telecommunications an AI) at Western University, Canada, with full consideration for scholarships.

Mehrshad was in my Signals & Systems course and later in the master’s level in my Cryptography course, in which he enrolled voluntary as bachelor student, at the Iran University of Science and Technology (IUST); he achieved full marks (20/20) in both. Subsequently, I appointed him as a Teaching Assistant for Signals & Systems and Cryptography across three semesters, during which he also served as head TA for Signals & Systems. His responsibilities included leading review sessions, preparing assignments, grading, and coordinating with fellow assistants. In every role he was reliable, clear in his explanations, and consistently responsive to students.

Our collaboration has extended beyond the classroom to Four journal papers in cryptography and speech processing, two are published and two are under review. Mehrshad managed literature review, implementation, and manuscript preparation to a high and met all agreed timelines. Looking ahead, he plans to work at the intersection of Electrical and Computer Engineering and applied machine learning, while maintaining his interest in Telecommunications. His background in machine learning, his reinforcement-learning publications, and the researches cited above form a solid foundation for advanced study and impactful research. He also demonstrates the personal qualities essential for success in a rigorous Master’s program: work ethic, curiosity, clear communication, and teamwork.

While he completed his Bachelor’s studies in Electrical Engineering with a focus on Telecommunications, his academic path has been strongly connected to computation, programming, and analytical problem-solving. This level of TA experience is extremely rare for an undergraduate student and shows his deep technical understanding, reliability, and ability to work confidently in computer-related subjects. His research record is equally impressive: he has published around 10 journal papers, topics on Reinforcement Learning, Machine Learning, Wireless Networks and LLM, which is an outstanding accomplishment at the Bachelor’s level. Taken together, these achievements make him one of the strongest students at IUST and demonstrate that he is highly prepared to pursue graduate study in AI, Data and Computer Science, Electrical and Computer Engineering.

In my view, Mehrshad has one of the strongest academic CVs at IUST. I have known Mehrshad since his first semester, when he took Computer Programming under my supervision, and later worked closely with him for several semesters as Head Teaching Assistant in programming courses offered by the Computer Engineering department.

Mehrshad was one of the most active and capable students in my Computer Programming course. Although his final grade did not fully reflect his ability due to illness during the COVID period, which prevented him from attending the final examination, his performance throughout the semester was exceptional. He was highly engaged in online classes, submitted all assignments on time, and completed one of the best programming projects in the class. From the beginning, he showed strong logical thinking, programming talent, and discipline.

Because of his strong performance and reliability, I later selected him as Head TA for Python Programming for five semesters and C++ Computer Programming for three semesters. In these roles, Mehrshad consistently demonstrated excellent command of programming concepts, strong leadership, and mature academic judgment. He helped design assignments, manage grading procedures, support students with debugging and problem-solving, coordinate other TAs, and maintain fair and consistent standards across large classes.

What impressed me most was his ability to explain programming concepts clearly and practically. Students trusted his guidance, and other TAs relied on his organization and technical judgment. He handled demanding responsibilities with professionalism, patience, and accuracy, far beyond what is normally expected from an undergraduate student.
